Check the actual file permissions on directories defaults, and file settings.php as most of this discussion has been focused on memory. At this point, he established a support ticket to pass me on to someone else. IIRC for large images (about 1mb jpg) my imagecache using gd will require somewhere between 30 and 60mb. E.g. -- Consuming more than 30 minutes of CPU time would exceed 2% CPU usage over a 24 hour period.

If it's reproducible, then I would start disabling contrib modules one at a time until the problem goes away, and then you know what module triggers it. Debugging information follows.
